urgent need for philatelic club in delhi

i recently met a gentleman in the indipex'11 who was from bombay
he is the chairman of a philatelic club for past 32 years
the concept of this club is a slight different
just like we open a PDC account and wait for the parcel to come in follwing months sometimes it may take 2 to 4 months to come and by the time it come to us and we discover something is short and run to the post office for the thing to purchase it over the counter but sometimes it is not there then we have to go to some dealer and pay premium for that
in this club the amount is collected in advance and any member who happens to be there on the release of stamp purchase on the behalf of its members and stock some extra also for future
then it is distributed among members
this way nothing is short never and we get all what we want to collect in the quantities required
NO WAITING NO DELAYS
enjoy the stamp the same day it is released
so we also need this type of club in delhi
please send your suggestions
already existing philatelic clubs can do this very easily and expand thier membership by providing this facility in thier clubs.

nexus between post official and stamp dealers

As we all know that some issues which were to be released on due dates but were postponed and not yet released till date are available in the market at a much much higher premium due to nexus between the postal officials and the stamp dealers engaged in these trades
this type of practices defer amatuer philatelists and give a room for illegal practices
govt should take steps to punish such officials and sale of these items should be seen as like printing fake currency
and punish them like gaddar of the nation
the basic fact is that some of these items are openly available on sale on e-bay, and even seen on sale counters of private dealers in certain exhibitions
